根据系统接通率的公式,isup信令的cause=16,18,21,41,47是呼损,对应的具体含义是:

由于这几种呼损占全部呼损的90%以上,因此对10月21日-11月12日的晚忙时18:00-19:00进行了详细的统计,选择这个时段的具体原因是晚忙时系统接通率较低,晚忙时18:00--21:00中18:00-19:00的话务量最高,也是这个晚忙时最低的时段。
以下为这个时段的呼损曲线:
从上图可以看出,正常的呼叫拆线比例居高不下,是呼损最高的,用户未响应的波动很大,近期趋于稳定,但较10月末略差,呼叫拒收的比例一直较低,临时故障的比例在1%-2%之间波动,资源不可用的比例较10月份下降非常明显。
对于以上的情况,我们根据中创信令监测系统的历史查询功能和k1205信令仪对bsc1的历史跟踪记录,查找到A+相应的被叫流程(注:两个系统相差3分50秒左右)

从A+信令可以看出MS进行了切换(切出),并且切换成功后,进行了正常的拆线工作,释放了SCCP层的连接。MS从BSC1切换到了BSC2,随后的消息因为没有对BSC2进行跟踪,因此无法确认原因。但是从以上消息可以确认的是,在振铃阶段MS可以进行切换,但是如果MSC内部BSC间的切换成功率低的话对接通率会有负面的影响。
另一方面,这种情况在其他地区发生过突然增加的情况,经过核实是由于主叫回拨业务引起的,其特点是MS在做被叫时振铃并收到CALLING-ID后,主动发起了释放消息,但是由于这种被叫是一种设备,发送的并非被叫拒接的消息,在MSC侧根据CMCC接通率的定义,作为呼损项。这种呼叫的特点是:在呼损较高的时段的呼损组成号码较为集中在几个重复频次较高的号码上,多为同一地区的号段,占用时长多在6秒以内,在四平的MSC下也发现了这种情况。11月8日为例:

小区7362和7413都归属于BSC7(诺基亚BSC),是1800M的BTS,这种情况涉及到900M与1800M的切换,建议无线侧对切换关系等进行检查。

后两个case中主叫号码相同,被叫小区都是:LAC=17217,CELL=1122,建议无线侧检查该BTS是否存在TCH拥塞现象。
综合以上四种呼损情况,我们可以看出系统接通率指标是无线网络状况的直接反映,正常释放(CAUSE=16)受用户行为(主叫回拨业务)和网络状况影响。四平地区受主叫回拨业务的影响分析如下:
对11月7日-11月12日的忙时的这项呼损以及相应的系统接通率对比如下:

从图三可以看出最近一周的晚忙时系统接通率上升明显,早忙时基本稳定,结合图二正常释放的呼损在晚忙时的比例很高,波动高于早忙时2%左右,因此对晚忙时的系统接通率影响很大,但近期这项互损逐渐减少,趋于稳定,因此12日,13日的晚忙时指标较好。
由于正常释放的呼损受主叫回拨业务的影响较大,有时达到5%以上,高于正常值3%,因此直接将接通率拉下3个百分点。建议局方加大主叫回拨业务的调查力度,及时向有关部门反映,加大对这种SIM卡的清查力度。
