(Para.4) Amazingly,the ISP still responded that it was highly unlikely that security had been breached on its end,since no credit card data was in danger.

The pronoun it is the formal subject,and that-clause is the real subject clause,where to income modifies rush and so as to discourage buyers serves as an adverbial of purpose.

The pronoun it is the formal subject,and that-clause is the real subject clause,where to income modifies rush and so as to discourage buyers serves as an adverbial of purpose.
