“following China’s entrance into the WTO” is a prepositional phrase used as an adverbial of time.,the country faces” is a relative clause modifying,challenge”.
Example,Following the opening up to the outside world,more multinational companies come to set up offices or factories in China.
(Para,6) What we should do now is to change the outdated ideology and create a favorable policy,public opinion and social environment for privately-owned or collective companies.

“what we should do now” is the subject clause,with,is to change…” and,create…” serving as its complement.
